Okay, there are two types of programs, basic and assembly. Basic ones are high-level programs while assebly is one step above machine code. Though, basic programs are very slow and limited while assembly takes full control over your calc. Anyway, basic programs can be run from program menu while assembly programs need to be using a special command. Shell is a program that simplifies your life by allowing you an easy gui to run your assembly programs and also providing some extra features here and there. Ion is an example of a shell for the TI-83 series of calcs.
