Edit
alright, i'll start from the beginning. Now, I'm not exactly sure,
but im pretty sure it is the same as the TI-83+, since they are
extremely similar.

Step 1: make sure you have a link cable (one that goes to the
computer) and the TI-Connect software. If you don't have the
software, you should have it on a disk that came with the calc. If
you don't have the disk, you should be able to download it here.

Step 2: connect your cable to your calc and to your usb port.

Step 3: run TI-Connect, and choose "TI-Device Explorer" from the
menu. Another window should pop up, and if your calc is on, which
it should be, it should communicate with the calculator. The
contents of the calc should be in that window.

Step 4: download a game from this site. Keep in mind that all
TI-83+ games will run on the TI-84+. once you have chosen a game,
look at the rows at the top. If in the "Shell" column you find a
word like ION or MirageOS, that means you have to download that
shell too. They should be under Programs on this site. The
shells have their own easy-to-follow instructions that I will
not cover. If the game did not require a shell, that means it is
in BASIC and will be easier to run.

Step 5: the downloaded game file should be in a .zip file.
Open it.

Step 6: Click on each of the .8xp files included in the
file and drag and drop it into the TI-Device Explorer window.

Step 7: The calc should still be on at this point, and simply
wait until the process is completely done.

Step 8: If the game is a BASIC one (one with no shell), just run
the program through the "PRGM" menu. Otherwise, download and
install the shell in the same way as the game. Once that is done,
run the shell as it instructed and select the game to run it.

For games with shells, I suggest Super Mario 2.0. Without, I
suggest just about anything, including my own work.
Hope this helped! If it didn't, there is a FAQ on this site you
might want to see, because it has pictures as well.
