What is Virtual TI, and why doesn't it work for my TI-84+? I know its an emulator, but what does that mean?

Edit
An emulator basically lets you have a graphing calculator on your computer, but you must have a ROM image from the calculator for it to work. Problem is, VTI does not work with the 84+. There is one, I think TILem, or TIEmu, emulates the 84+.
