Answer:
If you have only done BASIC programming (or no programming at all), it would be much better to start with C. There is a tool for doing this called TIGCC. Visit the website for more information. TIGCC is also capable of compiling assembly programs, if you still insist on doing that (there are slight advantages, but it takes an experienced programmer to harness them).

Where can I find tutorials for 83+ assembly programming?
Answer:
Learn TI-83 Plus Assembly In 28 Days is one of the best turorials out there for learning the 83+ variant of z80. Works on 84 as well.

There is also a CalcG-hosted tutorial being constructed. Though it's still a work in progress, a link to it can be found here.

Answer:
There is an excellent resource page created by member TI Freak that can be found HERE. You can find plenty of tutorials, compilers, and other miscellaneous asm files there.
